It was a pretty neat mod that made it quite immersive your aproach to lakes and rivers. It actually used the game engine cold resistance for this, so you'd be more vulnerable to ice spells as well. Getting wet lowers your cold resistance which means you'll freeze much faster. I tried that mod and it was pretty great. Not necessarily wet, but rather the cold. I make my own tattoos/brands/edits based on the kind of experience I want Just make sure to generate mipmaps when you have the set you want.

They're pretty easy to do provided you have the dds extension. don't ask me how I don't rememberĪlso I should add if you want tattoos/skin edits with your characters I can probably do so in photoshop. Synx and Chocolate Elves are a god alternative if you don't like the face tattoos for Moonshadow you can remove them with a little know how. I prefer Moonshadow elves as they look cute/sexy yet don't look overworked through modding so they look ugly as sin. Though to answer your initial question about it not being loli yet also good lookign women do what I mentioned earlier and just look through races. You can probably find a specific size that's small yet not to small to break the first person view angle.
Though if you want a character that LOOKS like a child simply look around the nexus for races that look young and do what I said about the setscale. This is a limitation with Oblivion, not much you can do about it sadly. There's an LAPF mod that fixes this by making the character the appropriate size but unfortunately you won't be able to see your loli character be fucked in her small form.

Nor will the sex mods with LAPF be right because the animations take place with a standard size. The only problem is that since Oblivions first person a shit that the view angle won't match your actual height. So just do 0 and they will be the smallest you can get. Literally any female girl and just select your character in console and "setscale #" so they're small.
Once you pass that hurdle though you'll only be spending maybe 2 hours fixing shit to get it to works. Modding Oblivion and Skyrim inevitably means you're going to have to learn (often through trial and error) how shit works and functions. I get that shit all the time whenever I install new mods and it's made me extremely apprehensive to the point where I check the any new mods files as a result. It's one of those things that often need trial and error as I've been there as well.
If that doesn't work do what said and reinstall the universal skeleton.
